I will let other people comment on Mr. Nolan's construction, time-folds and plotting; the conservatism in genre (excepting the time-wrinkle this is a James Bond-film writ large with all the sharp suits, Yachts, exotic locales (shot like tourist attraction footage) sport-cars, fist and gun fights that goes with it, the motivation for the bad guys is also standard: Humanity screwed up so lets do something really bad) Washington, Pattinson and Debicki's performances and the villain with Rosa Klebb's accent and Khal Drogo's penchant for talking about the violent things he will be doing while killing someone (Kenneth Branagh. And last but not least the pulsating action sequences, two of which I found very clever: The first one occurs twice in the film but with evolved stakes and a different perspective the second time around, and the other one involves one place but two "times" and as it happens 2 teams- inverted from one another (honorable mention goes to the highway chase-sequence which was also good, but can't fully escape the image-tropes of similiar scenes in other films.
Some other things:
A lot of people are finding it messy and hard to follow, and I am definitely sympathetic to that viewpoint. But Nolan urges us towards experience rather than literal interpretation: Don't think about it, just feel it" paraphrased) a character tells us. Another time Robert Pattinson asks our audience surrogate Washington if he's fallen asleep yet from his ramblings on time inversion and entropy, so it's clear what he wants us to focus on. It's confident, but also somewhat contradictory considering the talky, expository scenes remaining.
As for the lack of humanity/heart that is being remarked upon, well it's semi-true. There is a half-hearted attempt at some kind of emotional core involving a parent and child (Nolan's MO) that must not be separated (does he feel monstrous like our villain? Does he feel like he has kept his wife from seeing their children too much. but he has done better at least once but probably twice or thrice. It's a shame he feels that apparently he must have these elements, even though at times, it feels like he'd gladly forgo them: Many great films have been made without necessarily having characters that you "care for" The opposite is also true off course: Lots of great films where the whole point is that you are concerned and do care. But Chris seems unsure at times and so is kind of hit and miss with his integrations.
One element I did like was the in-world-foreshadowing with regards to the inversions at play, usually involving broken glass/mirrors: The effect comes before the cause, so our characters can understand and figure it out (which they do, and do not. Usually foreshadowing comes in the form of subliminals and signs meant for us: we see something the characters don't and we watch it pay off down the road.
It's also fun to think of this as Nolan's attempt to save cinema; both in the sense of theatre-going experience (He has been a bit up in arms in the past about Netflix, about films migrating to streaming services and primarily watching films at home. So he makes this as a counter move, delivering excess and spectacle both old (Bond/spy) and new (the time-factor) which undoubtedly is best enjoyed and seen on the largest screen possible. Add to that: The pandemic hit, and now his champion must not only save cinema, but also resurrect the cash flow.
Last thing: Okay, so the protagonist is called "Protagonist" and why will only be clear later on. I thought about it this way: We have our audience surrogate in Washington that gets dropped into a world of espionage and time-foolery, but unlike say a Neo or a Luke Skywalker the point is not for him to go thorugh a character arc in the usual sense (hardship, overcome it, right wrongs, meet the mentor, blow up the thingamabob etc. But to simply "go through time" until it is revealed to himself (and us) that he was "the one that matters" all along I.e. The Protagonist.
Overall, this is a fine film from one of the more interesting filmmakers working a big budget. It's hardly his best; Previously, he has located the heart where it matters properly ( Inception. disoriented without feeling sloppy ( Dunkirk" or infused his concerns and thematics into more clever frameworks than a time-travelling Bond-formula ( Memento" photographs, memory, writing on the skin. and "The Prestige" duelling artists/magicians, devotion to your art vs the perversion of it etc.
Will this grow on me with repeat-viewings? Will the concept, the craft (the score by Ludwig Göranson sticks out to me) what he leaves out (in many ways this is only a slice of the story, intentionally so) be enough? Or will it sink like many loud, fast moving, excessive movies do with time? Will the flaws (choppy assembly, boring characters, cartoonish writing) retro-silliness and focus on spectacle overwhelm? I sincerely hope it's the former.
